Claire Bulger is Chief of Staff and Director of the CEO’s office of Laurence Tubiana, based in Paris. In this role, Claire works with the CEO in the strategic planning of her activities, serves as a member of the management team to advance ECF’s strategic and organizational priorities, and manages the ECF board. She supports CEO initiatives such as the Task Force on Philanthropic Innovation.
Prior to joining the ECF in 2017, Claire was the Director of Research & Strategy at the Parker Foundation in San Francisco, which focuses on life sciences, public health, and civic engagement. Before that, she was Special Assistant to the Director and Director of Special Projects at the Earth Institute at Columbia University. There she worked on a range of projects including the Millennium Villages Project, the Sustainable Development Solutions Network, and assisted in editing Director Jeffrey Sachs’ books and reports. She was also the manager of the World Happiness Report.
Originally from New York City, Claire holds a BA in History from Harvard University.
