David Lopez Morales

David works as a Senior Associate for the Spain Programme. Based in Madrid, he works on the implementation of the Foundation’s strategy and grant-making in Spain. He also supports the Director’s work ensuring close coordination between the political work in Spain and the sectoral programmes’ work in the country.

Until 2021 he worked in the ECF Climate Planning & Laws team, supporting evidence building and understanding of how to deliver net zero greenhouse gas emissions by mid-century. Furthermore, he focused on driving the implementation of the Energy Governance Regulation (NECPs and NLTSs) and supporting the adoption of climate framework laws at the EU and national level. Prior to joining the ECF in September 2018, David was a blue book trainee in the Cabinet of former Commissioner for Energy and Climate Action, Miguel Arias Cañete.

David is a law graduate and political scientist with an LL.M in European Law. He is a native Spanish speaker, speaks English fluently, has a basic understanding of Basque and after many years in Brussels has developed what he calls a “survival Brusseleir French knowledge”.
