Climate Action in the European Union of 2035

Europe’s climate action is a roadmap for a transition that will reshape economies and societies—creating new jobs, securing energy independence, and improving quality of life. As a global leader in climate action, the European Union has long influenced policy beyond its borders. But with EU enlargement gaining momentum, what are the implications for climate action?

The prospect of ten new countries potentially joining the EU in the next decade could reshape policy across energy, foreign policy, agriculture, fiscal policy, institutional reform, and more—all of which will impact Europe’s action to limit climate change.

To explore these important questions, ECF is bringing together top experts, dreamers, and policymakers. We are asking some of the tough questions:

  • How will EU enlargement reshape climate and energy policy?
  • What are the key uncertainties and trade-offs?
  • What are the risks and opportunities of Europe’s changed geography for climate action?
  • How might the enlargement process change the political dynamics of European climate action?

These discussions will equip analysts, policymakers and agenda-setters with the insights, networks, and tools they need to anticipate systemic shifts, navigate emerging risks, and develop strategies for climate action in a changing EU.

Imagining Climate Futures: Exploring the Impact of EU Enlargement

As Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Georgia, Moldova, Türkiye, and Ukraine move closer to EU accession, there are open questions and unknowns about what this could mean for Europe’s energy, foreign policy, agriculture, fiscal frameworks, and institutional governance. Any changes will impact how the EU delivers climate action.

Through a series of expert-led foresight conversations and workshops, led by Future Impacts Consulting, we are co-developing scenarios that explore the key uncertainties surrounding enlargement.
