Xiushan Chen

Xiushan joined the ECF in 2023 as a Senior Associate for the Diplomacy team, where she leads work on enhancing dialogue and cooperation on climate between the EU and China.

Prior to joining the ECF, Xiushan was an Energy and Climate Policy Analyst at the International Energy Agency where she co-led a project on China’s national emissions trading system. She also supported institutional engagement with China and contributed to analytical works on the power sector, transport decarbonisation and climate resilience. Previously, she worked in environmental consulting in France.

Xiushan holds a Master’s Degree in International Energy and a B.A. from Sciences Po Paris.
