Hernan is a member of the European Climate Foundation’s Senior Leadership Team. He is the Executive Director for Mobility & Industry, overall responsible for the Foundation’s work to decarbonise transport and mobility and the industrial sector. He is also Regional Director for the Mediterranean, overseeing the work of the Foundation’s national teams in Spain, Italy, and Türkiye.
Hernan joined the ECF after more than 15 years of leading international aid and emergency relief operations. He has worked around the world assisting people affected by armed conflict, forced displacement, and natural disasters. This first-hand experience addressing the impact of climate change and environmental degradation on the livelihoods of communities and the health of individuals is what drew him to the work of the ECF.
Previously, Hernan was Director of Advocacy and Communications for Médecins Sans Frontières (MSF), where he was responsible for developing strategies to influence politics and policy in a wide variety of humanitarian crises. He is a lawyer who specialised in international law and human rights at the University of Buenos Aires, in Argentina. He holds a Master’s degree in Politics of Development from the London School of Economics and Political Science (UK) and led the refugee program at the University of the Witwatersrand (South Africa). He was awarded the Radcliffe Fellowship at Harvard University for his work during the European refugee crisis. He has been a guest speaker at Boston University, the University of Amsterdam, the University of Oxford, the University of Tokyo, and the University of Vienna.
Hernan lives in Amsterdam and travels by bicycle. He enjoys outings with friends, music, sports, and travel in nature.
