About me

Stuart joined the ECF in November 2022 as Programme Manager of the Climate Finance programme, based in London. His work focuses on driving change in the financial sector so that finance aligns with the goals of the Paris Agreement and supports the transition to net zero.

Stuart comes into the role from the UK Treasury, where he most recently worked on the UK’s economic and fiscal response to the invasion of Ukraine. Previously, he was a senior policy advisor to former Bank of England Governor, Mark Carney, in his role as the Prime Ministers Finance Advisor for COP26, where he focused on campaigning for commitments from financial sector firms to transition to net zero. Stuart has a background in financial services policy, having worked for the minister responsible for financial services at the UK Treasury, and the UK regulator, the Financial Conduct Authority.

Stuart has an MA in Politics and Economic from the University of Glasgow. Outside of work, he enjoys cooking – and comparing his skills to what’s available on London’s food scene.
