About me

Javier Martínez Llorca is the Director of Organisational Development at the ECF. Based in Madrid, he leads strategic initiatives to strengthen the capacity, resilience, and effectiveness of ECF partners, driving sustainable growth and impact.

Javier has over 20 years of international experience in organisational development, strategic leadership, and transformational change across the humanitarian, development, and peacebuilding sectors in Europe, Africa, and Latin America.

Before the ECF, Javier served as Director of Tembo at Médecins Sans Frontières (MSF), where he led a global initiative to transform staff learning and capacity-building, scaling a digital ecosystem to improve efficiency across 27 MSF entities. As an MSF Board member, he helped establish new entities in the Global South, fostering local leadership, enhancing governance, and strengthening MSF’s strategic influence. Earlier in his career, Javier managed large-scale humanitarian operations as Head of Mission in Sudan and Colombia, directing emergency response programs in conflict zones and advocating for systemic health policy reforms. He also supported peacebuilding efforts as a Political Officer with the United Nations Verification Mission in Colombia.

Javier holds a master’s in international economics and development from Universidad Complutense de Madrid and is fluent in Spanish, English, and French.
