Our 2025 Annual Report reflects on a year that tested the resilience of climate action while still reaffirming its direction. Marking ten years since the Paris Agreement, this edition highlights how progress continues in a more complex and contested political and economic landscape, and what it takes to sustain forward momentum.
2025 showed that the transition is firmly underway. Clean technologies are increasingly cost-effective, renewables now provide a growing share of Europe’s energy, and long-term climate goals remain in place. Milestones such as the EU’s 2040 climate target and continued international cooperation at COP30 demonstrate that, even in a fragmented global context, collective progress is still possible.
At the same time, the environment for climate action has become more challenging. Economic pressure, geopolitical instability and rising public debate around affordability, competitiveness and security are reshaping how the transition is delivered. Across Europe, climate policy is increasingly judged on its ability to improve people’s everyday lives — from lower energy bills to stable jobs and resilient communities.
In this context, the strength of collaboration is more important than ever. Throughout 2025, the European Climate Foundation and its partners worked across sectors and geographies to maintain progress, strengthen coordination, and ensure climate action remains practical, fair, and grounded in real-world delivery. From advancing clean energy and industrial transformation to supporting public engagement and international cooperation, these efforts demonstrate what is possible when a diverse ecosystem works together.
Looking ahead, the next phase of climate action will be defined by delivery. As political and economic pressures persist, the challenge will be to translate ambition into tangible outcomes at scale. Europe’s role — and the strength of its partnerships — will be critical in shaping a transition that is both durable and inclusive.
